A Message from the Tax Commissioner

The mission of the City of Springdale Tax Department is to enforce the City Tax Code by collecting an earnings tax, assisting taxpayers in the preparation of tax returns, administering tax refunds in a timely manner, and maintaining accurate taxpayer records for the taxpayers.  We have created this web site to better serve you, the taxpayer. Effective July 1, 2019, the Springdale Tax rate is 2.0%

Am I entitled to a refund if I'm not a resident of Springdale, worked in Springdale before Covid-19, then as a result of Covid-19, worked from my home residence in 2020 and 2021, and my employer continued to withhold Springdale taxes from my paycheck?

For 2020 - You are not entitled to the refund based on the following:

On March 9, 2020, Governor DeWine issued Executive Order 2020-01D declaring a State of Emergency. House Bill 197 was signed into law on March 28, 2020, Section 29 states during the period of the Emergency Order and for 30 days after, any day an employee performs personal services at a location, including the employee's home, which the employee is required to report for employment duties because of the Emergency, shall be deemed a day performing personal services at the employee's principle place of work. The Emergency Order was rescinded in 2021 but stated that, at this point, 2020 refunds are not applicable.

For 2021 - If you meet the above requirements for 2021, you are entitled to a refund if your Springdale employer continued to withhold taxes but your work location was outside of Springdale. See Form WFH in the Forms section of the Tax Department Website.

What are the requirements if I am a resident of the City of Springdale working from home?

Work from Home Requirements Effective January 1, 2022, if you are a resident of the City of Springdale working from your home:

  • If you are working 100% from your Springdale residence, your employer is required to withhold 2% of your wages and remit monthly to the Springdale Tax Office.

  • If you are working a hybrid schedule (number of days working from your Springdale residence and a number of days working from a location outside of Springdale), your employer is required to withhold 2% of your wages earned for the days working in Springdale and remit monthly to the Springdale Tax Office.

  • If prior to a “work from home” order, you worked in and were withheld to the City of Springdale and your work location has not changed, your employer does not need to change anything.

If you meet the requirement above, contact your employer to assure they are withholding to the City of Springdale.

Who must file?

All businesses located in Springdale, all businesses that earn sales as a result of work performed in Springdale, and all residents 19 years and older are required to file a tax return whether a tax is due or not.

What is the tax return filing due date?

Individuals – April 15th (unless a different Federal due date is imposed), 

Businesses – April 15th or 3-1/2 months after the fiscal year-end.

What is the Springdale earnings tax rate?

Residents, 2.0% of all gross wages and applicable earned income. Businesses, 2.0% of all net profits earned in Springdale. This earnings tax rate was effective 7-1-2019.

What if I need an extension?

Extension requests are required in writing and are due by the tax return filing due date, unless you have obtained a Federal extension. If you have obtained a Federal extension this automatically grants a Springdale extension to the Federal extension due date.

When do I have to pay the tax due?

90% of the tax liability is due by January 15th for Residents,  and December 15th for Businesses (or 15 days before the fiscal year-end). Any remaining tax is due by the tax return due date (or for businesses, 3-1/2 months after the fiscal year-end).

Is the City of Springdale located within the City of Cincinnati?

No, the City of Springdale has no affiliation with the City of Cincinnati. Although the post office will deliver mail to a Springdale location with a Cincinnati mailing address, this does not mean the location is in Cincinnati. Springdale is its own municipality and operates under its own charter separate from any other city.

Are my property taxes paid to the County Treasurer the same as the income tax?

No, the two are completely different. The property taxes are assessed based on the value of the real property you own. The income tax is based on income earned. The property taxes are paid directly to the County Treasurer. The income tax is based on a filing made to the Springdale Tax Department.

Can I pay my taxes owed using a credit card?

Yes, the Tax Department does accept Visa/MasterCard/American Express/Discover payments. If you owe taxes and want to pay at the time you send in the filing, on the Individual Return form is a section to fill out regarding the credit card information. The credit card portion of the form must be signed to be processed.

I am not a resident of the City of Springdale, but my work location is in the City of Springdale and several times a year I am sent to work outside the City of Springdale, yet my company continues to withhold to the City of Springdale. Am I entitled to a

Yes, you are entitled to a refund for the portion you were working out of the City of Springdale. To obtain a refund for employment travel outside of Springdale, complete form NRE (Non-resident employee return). Forms and instructions can be obtained from the forms section of the web page
