The City of Springdale is accepting applications for the full-time position of Public Health Nurse. FULL-TIME PUBLIC HEALTH NURSE WAGES:         $54,811 - $85,506 annually

REQUIRED EDUCATION

Candidates must possess a Registered Nurse License (RN) or a Multistate Nursing License (MSL) with the Ohio Board of Nursing; a Bachelor of Science in Nursing (BSN) or a Master of Science in Nursing (MSN) from an accredited university; and a valid driver’s license.

STEPS IN HIRING PROCESS

Application - All applicants must complete a City of Springdale application packet. Initial Oral Interview - The first step in the selection process following application is the oral interview.  Please allow one hour for this interview. 

Second Oral Interview - A second oral interview may be conducted as part of the selection process.  Please allow one hour for this interview. 

Background Investigation - An applicant selected to receive a conditional offer of employment following the interview(s) will be scheduled for a background investigation. The investigator will check personal references, criminal history, employment record, credit history, and other background information. 

Physical Examination (PASS/FAIL) - Applicants receiving a conditional offer of employment will be required to successfully pass a drug screen as well as complete a physical examination designed solely to determine a candidate’s physical ability to perform the duties of the position.

JOB PURPOSE and RESPONSIBILITIES

The Public Health Nurse serves as the Director of Nursing for the Springdale Health Department and is responsible for planning, organizing, and administering nursing services for the community as well as community disease prevention and health promotion activities.

TYPICAL TASKS

The duties listed below are intended to be illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  1. Provide nursing services to Springdale residents confined to their homes due to their illness.

    1. Follow treatment plan as prescribed by physician for the resident/client.

    2. Provide instruction to the resident/client and/or their family members on how to care for the resident/client in the home (e.g. administer medications as prescribed).

    3. Provide health, wellness, and nutritional counseling.

    4. Maintain confidential records for each resident/client.

  2. Provide nursing services in the Health Department office.

    1. Operate immunization clinics.

      1. Order and inventory immunization/influenza materials.

      2. Administer immunizations.

      3. Maintain records for each resident/client.

      4. Send information to each resident/client physician reference immunizations given.

    2. Perform patient assessments.

    3. Refer residents/clients for follow-up care if needed.

    4. Administer medications and treatments to residents/clients based on physician’s directives and/or prescribed treatment plan.

    5. Administer basic first aid care.

    6. Provide health, wellness, and nutritional counseling.

    7. Administer health screenings.

    8. Manage the Communicable Diseases Program for the City.

    9. Teach bloodborne pathogen information class to affected City employees.

  3. Participate in emergency response exercises and drills as well as emergency preparedness planning.

    1. Remain current with emergency response equipment and technology as it relates to public health, to include communication equipment, reporting systems, and mass immunization/dispensing equipment.

  4. Provide health education materials to the community at-large and be available for health-related presentations to schools and other service organizations upon request.

  5. Attend professional and educational meetings for professional development and/or to maintain licensure.

  6. Participate in Board of Health meetings.

  7. Supervise personnel in the Springdale Health Department’s Community Health Division, including part-time Public Health Nurses, as needed. 

  8. Advocate for public health programs and resources.

  9. Perform any and all other duties as assigned.

QUALIFICATIONS

  1. Be at least eighteen (18) years of age at time of appointment.

  2. Be eligible for employment in the U.S.

  3. Possess a valid driver’s license.

  4. Possess and maintain a Registered Nurse License (RN) or a Multistate Nursing License (MSL) with the Ohio Board of Nursing.

  5. Possess a Bachelor of Science in Nursing (BSN) or a Master of Science in Nursing (MSN) from an accredited university.

  6. Be proficient in Microsoft Office applications, including Word, Excel, and Outlook. 

  7. Have ability to identify, interpret, and implement public health laws, regulations, and policies related to specific programs.

  8. Have ability to communicate effectively, both orally and in writing. 

  9. Have ability to use media, advanced technologies, and community networks to communicate public health information.

  10. Have ability to establish and maintain effective working relationships with Springdale residents, co-workers, volunteers, outside organizations and agencies, other City officials, and the general public.

  11. Have ability to interact effectively and professionally with persons from diverse cultural, socioeconomic, educational, racial, ethnic, and professional backgrounds, as well as persons of all ages and lifestyle preferences.

  12. Have ability to collaborate with community partners to promote community health.

  13. Have ability to maintain records and prepare reports.

  14. Have ability to adapt to change and be flexible in job performance.

  15. Have ability to properly handle and maintain confidential records and information.

  16. Have ability to manage programs within budget constraints and develop strategies for determining budget priorities.

WORKING CONDITIONS

The Public Health Nurse typically works forty (40) hours per week Monday through Friday.

PHYSICAL REQUIREMENTS

  1. Mild physical labor activities from time to time as they relate to patient care and the set-up of Health Department activities. 

  2. Prolonged periods of sitting at a desk and working on a computer.

  3. May require long periods of standing, reaching, and bending.
