Development Regulations

The Concept Plan process is an option to help the Property Owner / Developer determine whether a proposed development is satisfactory from the view point of public interest. 

The developer or his agent may prepare a tentative layout or Concept Plan, present and discuss this plan with the City Planning Commission. 

The Concept Plan must be submitted 14 days prior to the Planning Commission meeting. 

It is intended that the submission of a Concept Plan will prevent costly revisions to the Preliminary Plan or Final Development Plan submittal and prevent delay of the project.

This Concept Plan process usually takes a couple of weeks and the developer will have verbal comments from the planning commission to utilize in further development of the property.

The Preliminary Development Plan process is typically the Master Plan for the ultimate development of a property. It should be prepared based on a thorough investigation of the site zoning regulations, Codified Ordinances, water management and sediment control requirements, the city master plan, and the thoroughfare plan. The Preliminary Development Plan should reflect any comments made during Concept Plan review (if applicable).

The Preliminary Development Plan process is an option, but is the preferred 'first step', to obtain a Decision from the City Planning Commission with minimum upfront engineering and design work.  

This Minor Project process for the Preliminary Development Plan approval usually takes approximately 5 -6 weeks to obtain the required Planning Commission Decisions and Approvals.

If the proposed development or redevelopment is a Zone Change, Planned Unit Development (PUD), or a Major Modification located in a PUD or T-District, the development is considered a Major Project. 

Major Projects are reviewed and a recommendation (usually for Approval) will be made by Planning Commission and a Final Decision will be made by City Council. 

This Major Project process for the Preliminary Development Plan approval usually takes approximately 10 - 12 weeks to obtain the required Decisions and Approvals (5 - 6 weeks for Planning Commission and 4 – 5 weeks for City Council).

Following approval of the Preliminary Plan (if applicable), the Developer, Architect, or Engineer shall prepare and submit a detailed Final Development Plan which illustrates and details all construction improvements proposed for the property (essentially the engineered civil and landscape site plans).  

After review and approval by the city staff, the Planning Commission will hear and decide on the proposed Final Development Plan.

If the Preliminary Development Plan process was not utilized and if the proposed development or redevelopment is a Zone Change, Planned Unit Development (PUD), or a Major Modification located in a PUD or T-District; the development is considered a Major Project.

The City of Springdale requires all new development and redevelopment of private property to be approved by the Planning Commission before full Construction Permits can be issued.  

All applications for development submitted to the City are submitted online on the Citizen Portal.  

The Construction Permit Process can be started before the Final Development Plan process is completed, but the full Construction Permit cannot be issued until the Final Development Plan is completed. 

The Building Department can issue Partial Permits for proposed work submitted for Permit which is not affected by the outcome of the Final Development Plan and meet the applicable requirements of the Building and Fire Codes.
