The Health Department carries out the state-mandated food program requirements as set forth in the Ohio Revised Code (ORC) and Ohio Administrative Code (OAC). The Health Department issues Food Service Operation/Retail Food Establishment and vending licenses in March to all food businesses within Springdale. These state-mandated programs require routine inspections of each facility. The Health Department offers ServSafe® food safety training classes to restaurant managers and employees to enhance their food safety knowledge and to prevent foodborne illness.

Cottage Food Product Operation
- Defined in Chapter 3715 of the Ohio Revised Cose to mean: a person who, in the person's home, produces food items that are not potentially hazardous foods, including bakery products, jams, jellies, candy, fruit butter, and similar products.
