permit and follow the National Pollution Discharge Elimination System
(NPDES) guidelines.
- The 5-Year permit was received on April 7, 2003 and implementation began
at that time.

- Purpose is to protect and improve the quality of rivers, streams and
lakes from “non-point” sources of pollution.
- Some non-point sources are:
- Stormwater washed off streets, parking lots and lawns
- Sediment and waste from construction sites or stream bank erosion
- Runoff from agricultural activities
- Illicit discharges to storm drains
- Failing septic systems
