National Pollution Elimination Discharge System
(NPDES)

What is it? and Why worry about it?

What is Stormwater and Stormwater Pollution?

3
What is Storm Water?
  • Stormwater is the runoff that occurs during and after a rain event.

  • Stormwater is carried downhill and eventually enters creeks, lakes and rivers.

4
What is Storm Water Pollution?
  • Pesticides
  • Fertilizers
  • Oil and grease
  • Road salt
  • Solvents
  • Raw sewage
  • Silt
  • And other solids and chemicals that find there way into the water system.
5
Why is Stormwater Pollution a problem?
  • Storm water runoff carries pollutants into rivers, streams, and lakes.
  • Storm water runoff causes erosion.
  • Can result into long term environmental problems
6
Think Globally and Act Locally
  • Not just a local problem, but a global issue
  • 40% of U.S. water bodies are polluted.
7
Environmental Impacts of Contaminated Storm Water
  • Fish kills
  • Destruction of wildlife habitat
  • Loss of aesthetic value
  • Impaired recreational areas
  • Contaminated drinking water supplies
8
NPDES Phase II
Storm Water Permit Program
  • The City of Springdale has been required by federal law to obtain an permit and follow the National Pollution Discharge Elimination System (NPDES) guidelines.
  • The 5-Year permit was received on April 7, 2003 and implementation began at that time.

NPDES Phase II
Storm Water Permit Program
  • A Result of the 1972 Clean Water Act
  • Purpose is to protect and improve the quality of rivers, streams and lakes from “non-point” sources of pollution.
    • Some non-point sources are:
      • Stormwater washed off streets, parking lots and lawns
      • Sediment and waste from construction sites or stream bank erosion
      • Runoff from agricultural activities
      • Illicit discharges to storm drains
      • Failing septic systems
11
NPDES Permit Requires
Six Minimum Control Measures
  • Public education and outreach
  • Public involvement/participation
  • Illicit discharge detection and elimination
  • Construction site storm water runoff control
  • Post-construction management
  • Pollution prevention/good housekeeping

  • Cleaner environment
