Webster welcomed Mrs. Mitrione as the new Health Commissioner.
OLD BUSINESS
Animal
Nuisance Flyer
Ms.
Mitrione stated that a flyer about the animal nuisance program was given to the
Police and Fire Departments and also to Council. It states that the only animals to be trapped
at City expense are skunks, raccoons, feral cats and bats.
NEW BUSINESS
Proposed
license fees for FSO/FE/Vending for 2004
Mrs.
Mitrione reported that the Health Department had completed the cost methodology
for new license fees and recommended using the maximum fees allowed for the
next year. She explained that even
though they are higher than the fees for 2003 they are more in line with the
fees of 2002. The Board approved the new
fees and a regulation will be brought in at the next meeting for the first of
three readings.

Employee
Mrs.
Mitrione stated that she had hired Ella Jergens as the new part-time
sanitarian. Mrs. Mitrione said that Mrs.
Jergens had been a sanitarian with the City of

Health Department Flyer
The
board discussed the new health department flyer and made suggestions. Mrs. Mitrione will have the changes
incorporated before having the new flyers printed.
HEALTH COMMISSIONER’S REPORT
Infrastructure
Grant Expenditures 2003
Mrs.
Mitrione stated that there was correspondence including a list of items
purchased through the infrastructure grant.
She said another check will be coming for the next year.

Mrs.
Mitrione reported that the Law Director’s office reviewed the proposed contract
between the Springdale Board of Health and Cincinnati Board of Health
concerning participating in twenty-four hour a day, seven days a week
infectious disease monitoring services provided by the Cincinnati Drug and
Poison Information Center. The Law
Director stated that he didn’t think the Health Department was covered by HIPAA
because it does not electronically bill patients or insurance companies. Mrs. Mitrione and Ms. Messer stated that
other health departments are using HIPAA and it was agreed that the Springdale
Health Department would continue to do so.
Mutual
Aid Agreement
Mrs.
Mitrione said the Mutual Aid Agreement is part of the disaster plan which is in
progress.

Animal Control
Mrs.
Mitrione stated that to date the Department had only spent $2,395 on the animal
nuisance program. $17,800 had been
budgeted. She recommended cutting the
budget for next year and the board agreed that $8,000 should be enough for next
year’s budget.
Nuisances,
Animal Bites and Food Illnesses
Mrs.
Mitrione said that a dog bite that happened at a local motel was not handled
properly. The motel manager did not help
the victim’s family find the dog and the victim underwent a series of rabies
shots as a precaution. Mrs. Mitrione
wrote the manager a letter explaining how to handle the situation in the
future.
Mold
at Best Western
Mayor
Webster said the mold report Mrs. Mitrione obtained about the Best Western was
the best report he had seen on that situation.
He asked Mrs. Mitrione to share that information with Councilman Bob
Wilson.
Food
Sampling Program
Mr.
Kellner asked if the food sampling program would be re-started. Mrs. Mitrione replied that she wasn’t sure it
has any real value and thought it would be better to take samples when there
are complaints. The board stated that it
would like to continue the program in some form.
NURSE’S REPORT
Communicable
Disease
Ms.
Messer stated there are twice montly meetings to discuss communicable diseases.
Flu
Vaccine
Ms.
Messer reported that the flu vaccine has been ordered and her intention is to
have four different clinics in October and November. She will ask the nurses in Sharonville to
help her give the shots. In order to
receive the State vaccine a person must be over 65 years of age or have a
chronic disease.
