BOARD OF HEALTH MINUTES
President Doyle Webster called the Board of Health to order on December 14, 2007 at 7:00
p.m.
Attendees: Rita Hart, Lynn Jones, George Kellner, Jim Squires, Cammie
Mitrione, and Mayor Doyle Webster
Absent: Dr. Kevin Ketring, Pam Willis, Jean Hicks
The minutes of November 8, 2007 were approved.
UNFINISHED BUSINESS
Regulation R2-2007
Mrs. Mitrione read regulation R2-2007 establishing new licensing fees for the year 2008
for the food businesses in Springdale.
Mrs. Jones made a motion to adopt and Mr. Kellner seconded. Regulation R2-2007 passed with
three affirmative votes.
Regulation R3-2007
Mrs. Mitrione read Regulation R3-2007, Hotel Standards, by title only. The board moved to
add the emergency clause.
Mrs. Mitrione stated the fees for each hotel/motel will increase by a $100 base fee, along
with the $1 per room fee.
Mrs. Hart made a motion to adopt the regulation and Mrs. Jones seconded. Regulation
R3-2007 passed with three affirmative votes.
Mayor Webster said the City is entertaining legislation to enact rental fees for hotels,
motels, apartments and houses subject to license and inspection. He said it is being done
to improve the housing stock. He said Council may ask the board to change the regulation.
NEW BUSINESS
Five Year Budget
Mrs. Mitrione discussed the five-year budget. She said line item 52280 reflects a change
for a full-time sanitarian. She noted that there is a new line item for donation to SOS
(Springdale Offering Support). She said they are dropping the Norcen Behavior donation and
reallocating dollars to the Lincoln Heights Health Center.
Mrs. Mitrione stated the car that has been leased for the nurses use will be paid
for in 2009. She said she will be asking for a new vehicle for the sanitarians.
Gold Star Honor Award
Mrs. Mitrione shared a preview of the Gold Star Honor Award. She suggested awarding the
certificate to any restaurant that had less than two critical violations, no smoking
violations, no follow up inspections, renewed the license by the due date, fulfilled
education training, and is in good standing with the other City departments during the
licensing year. After a group discussion about the criteria to meet the board agreed to
the above requirements.
HEALTH COMMISSIONERS REPORT
Smoking Violations
Mrs. Mitrione said she included the quarterly smoking complaints. She said The Boulevard
will get a fine letter. They will have to pay $100 or get an administrative review. The
Board can do the review or assign someone (attorney) to hear the case.
Mrs. Mitrione said GE and Target Management each received a warning letter.
SOS Adopt a Family
Mrs. Mitrione reported that SOS referred nine donor families to the Police Department
after SOSs donation list was filled.
Nuisances
Chick-Fil-A
Mrs. Mitrione said a child fell at Chick-Fil-A and the parents may have gotten an
attorney.
MRSI Marketing
Mrs. Mitrione said a bedbug was found at MRSI Marketing. The pest control company thought
perhaps an employee may have brought it in.
Food Service Operations
Mrs. Mitrione said BJs Brewhouse should open in mid January. She said Beecher Place
at Maple Knoll has been redone and Krazy City and Blue Agave should be open soon.
NURSES REPORT
Mrs. Mitrione stated a Communicable Disease Surveillance Report is included in the packets
and that flu activity has been sporadic.
