BOARD OF HEALTH MINUTES
December 11, 2008

President Doyle Webster called the Board of Health to order on December 11, 2008 at 7:00 p.m.

The minutes of November 13, 2008 were approved.

UNFINISHED BUSINESS
2009 FSO/RFE Fee
Regulation R1-2008 was read by title only.
Dr. Ketring made a motion to adopt and Mrs. Jones seconded. Regulation R1-2008 passed with four affirmative votes.

Have A Heart Animal Trap
Mrs. Mitrione stated she forwarded the “Have a Heart” trap release form to Mr. Parham. Mr. Parham worked with the City’s insurance company to add language so that the City cannot be held liable. She said there will be a newsletter article about how to deter wild animals. She said she will also have a trapper or State wildlife officer come to a “Springdale Gone Wild” animal educational meeting and explain the rules to residents in 2009.

Food Sampling Program
Mrs. Mitrione said they looked at all the cold food sampling numbers for 2007 and 2008. If there were no high counts or only one in early 2007, she said they are not on the sample list for 2009.

Mrs. Mitrione said they will discontinue the bacteria sampling for the pools because the pools are chemically tested. High counts could be because it’s a very sunny day or there are a high number of bathers, etc.

Mrs. Mitrione stated there were no positive ice samples this year. She said the inspectors are taking the backs off the ice machines and looking at the paperwork on cleaning during hotel inspections.

Mrs. Mitrione said three to five soft serve machines need to be sampled continuously.

Mrs. Mitrione said that due to budget constraints the food sampler has been let go and the part-time sanitarian’s hours have been cut to less than half. Due to staff reductions the full-time sanitarian will most likely take on the bulk of the food sampling program duties. They have to work within the criteria of the lab which limits the number of samples. The lab will accept daily to eight, and limit the days of sampling to Monday through Wednesday before 2:00 p.m. She said the new sampling list take three six-hour days for cold food, one for soft serve and two for repeat samples. They will do it twice a year. She said she thinks the Health Department can get it done.

The board asked that restaurants that have had good reports in the past be sampled occasionally just to make sure their standards stay up. Dr. Ketring asked that Mrs. Mitrione put a plan in writing and pass it out.

NEW BUSINESS
Community Health Assessment
Mrs. Mitrione reported that the Health Department receives $3200 from the State and it is a requirement to do a Health assessment every three years. Mrs. Mitrione stated she contacted the people from Wright State University who did the assessment last time and they suggested using the same questions plus a few more.

Dr. Ketring asked if the last assessment caused any changes and the Mayor replied no, it just reaffirmed the things we were doing.

HEALTH COMMISSIONER’S REPORT

Hotel/Motel Pet Policy
In response to a Board of Health member’s question from the last meeting concerning whether hotels/motels were required to designate/identify rooms available to pets, the Health Department checked with all the local hotels/motels concerning their policies. Mrs. Mitrione said the hotel/motel rules stated that rooms have to be cleaned after pets leave the motel. There are no local Springdale laws saying motels have to designate certain rooms as pet rooms.

School Inspection Report Review
Mrs. Mitrione stated Calvary Christian has air quality control issues. She said they are turning the exhaust fans off in the bathrooms and they have a security issue with the stairwell by the entry door. Anybody could get upstairs without checking in first.

SOS Adopt a Family Program
Mrs. Mitrione said Jean Hicks and Marsha Bemmes are coordinating the program. The program is growing, helping more families and getting more donations.

Nuisance Reports
Mrs. Mitrione said there is a bedbug problem at Super 8. She said the mold issue has been remediated at Cincinnati North; however, they have roof new leaks. The Building Department is aware of this situation.

NURSE’S REPORT
Student Nurse
Mrs. Hicks said the student nurse from Xavier University wrote a flyer in Spanish and gave a talk about bedbugs at The Willows. Although only two people came, Mrs. Hicks said management did find out why tenants have not been notifying management about bedbugs in their apartments. The previous management would charge tenants after the first visit. Also, management did not let tenants know ahead of time that their apartments were to be sprayed, and therefore, the tenants would not have time to prepare for the spraying. Vanessa, the student nurse, has agreed to give us her presentation for our future use.

Miscellaneous
Mrs. Hicks said the Fire Department will add to its Class 2 license so they can distribute the antibiotic, Doxycycline and Cipro in case of a biological terrorist attack.

Mrs. Hicks stated they have given almost 800 flu shots and there is still plenty of vaccine left.
