BOARD OF HEALTH MINUTES
DECEMBER 10, 2009
President Doyle Webster called the Board of Health to order on December 10, 2009 at 7:00
p.m.
Attendees: Rita Hart, Lynn Jones, George Kellner, Dr. Kevin Ketring, Pam
Willis,
Jean Hicks, Jim Squires, Cammie Mitrione, and Mayor Doyle Webster. Also in attendance was
Noreen Mocsny
The minutes of November 12, 2009 were approved.
UNFINISHED BUSINESS
Regulation R1-2009
Dr. Ketring made a motion to read by title only and Mrs. Jones seconded. The motion passed
with five votes.
Mrs. Mitrione read Regulation R1-2009 A REGULATION OF THE SPRINGDALE BOARD OF HEALTH
AMENDING BOARD OF HEALTH REGULATION R1-2008 WHICH ESTABLISHED FEES FOR FOOD SERVICE
OPERATIONS, RETAIL FOOD ESTABLISHMENTS, VENDING MACHINE LOCATIONS, AND TEMPORARY FOOD
OPERATIONS WITHIN THE CITY OF SPRINGDALE; AND ESTABLISHED FEES FOR FOOD SERVICE OPERATION
AND RETAIL FOOD ESTABLISHMENT PLAN REVIEWS
Mrs. Jones made a motion to adopt and Dr. Ketring seconded. The motion to adopt the new
fees passed with five affirmative votes.
NEW BUSINESS
Best Western NIOSH Report
Mrs. Mitrione stated they received a report from NIOSH about the Best Western mold
situation in 1998. that will be on NIOSHs website. She said there was also an
article in a 2001 medical journal. She said there were no surprises in the report and that
the Health Department had had Best Western do remediation.
Mayor Webster said he thinks they have to share this information with any prospective
buyer. He said the electric is off, the sprinklers only work on the first two floors,
there are broken windows, and graffiti on the building.
Mrs. Mitrione said mold spores are still there.
HEALTH COMMISSIONERS REPORT
Animal Nuisance Policy
Mrs. Mitrione reported the animal nuisance policy has been changed for 2010. The City will
no longer pay for a trapper and residents will be referred to animal nuisance companies or
will be allowed to borrow a trap from the City. Mrs. Mitrione said bats in a house should
be sent to the State for rabies testing. Feral cats can be taken to the SPCA.
Dr. Ketring asked to look at the traps the Health Department has to make sure they are
humane.
SOS Adopt a Family
Mrs. Mitrione said SOS is accepting donations from donor families this week and the
present wrapping party will be on Monday, December 14.
Mayor Webster said 44 families are being helped and twelve families have donated so far.
He said he believes there is more food donated than there was during the Food for Fines
program.
Nuisance Complaint at John Morrell
Mrs. Jones asked about the scum issue with John Morrell
Mrs. Mitrione replied that John Morrell said initially that the substance in the creek
behind their building wasnt from their facility. Later when they inspected their
outfall they noticed fluid coming out of their pipe into the creek behind their building
during a time when they were not cleaning or processing. John Morrell maintenance
contacted the Ohio EPA and the Metropolitan Sewer District (MSD). Both agencies conducted
inspections. The city public works director, Jeff Agricola, also inspected/took photos and
met with maintenance at John Morrell and they are awaiting reports from Ohio EPA/MSD.
NURSES REPORT
H1N1
Mrs. Hicks said there was an article in the City Newsletter with the Boards
recommendation that residents get the vaccine. She said they can give the vaccine to
anyone now.
Mrs. Hicks said she ordered 6200 doses of vaccine, had received 1810 and borrowed 350
doses. She said 1495 had been administered. She said she transferred some vaccine to
pediatrician and asthma doctors offices.
Mrs. Hicks said there will be multiple clinics held next week. She said they will use EMTs
to help vaccinate on December 18. She said they will have six stations and the Health
Department is taking appointments. She said January 7 is a tentative date for a clinic in
the new year.
Mrs. Hicks said there has been a decline in the US and Europe of H1N1 cases. She also said
more people are having complications from pneumonia.
Dr. Ketring asked about the seasonal flu vaccine and Mrs. Hicks responded that she had
held clinics. She said a small amount of vaccine still trickles in.
The Board went into executive session.
