BOARD OF HEALTH MINUTES
NOVEMBER 12, 2009


President Doyle Webster called the Board of Health to order on November 12, 2009 at 7:00 p.m.

NEW BUSINESS
Regulation R1-2009 “A REGULATION OF THE SPRINGDALE BOARD OF HEALTH AMENDING BOARD OF HEALTH REGULATION R1-2008 WHICH ESTABLISHED FEES FOR FOOD SERVICE OPERATIONS, RETAIL FOOD ESTABLISHMENTS, VENDING MACHINE LOCATIONS, AND TEMPORARY FOOD OPERATIONS WITHIN THE CITY OF SPRINGDALE; AND ESTABLISHED FEES FOR FOOD SERVICE OPERATION AND RETAIL FOOD ESTABLISHMENT PLAN REVIEWS”

This was the second reading. It will be voted on at the December meeting.

Animal Nuisance Program 2010
Mrs. Mitrione said the City is not going to pay for animal removal next year. She said she contacted three agencies that residents could call for animal removal. Critt R Catch R stated they would charge $15 more to set the trap and keep the same price for animal removal. One other company was higher and one was lower than Critt R Catch R.

Mrs. Mitrione said residents could borrow a trap from the City to trap animals but they would have to remove the animals themselves or call animal control.

HEALTH COMMISSIONER’S REPORT

Food Sampling Report
Mrs. Mitrione reported that they take 20 to 25 food samples twice a year from places that have had consistent high results. If the results are high a second sample is taken and the sanitarian visits the establishment.

FSO Survey Results
Mrs. Mitrione said an auditor from the State comes in and spot checks the files, looks for re-inspections and critical inspections and does a few inspections with the Health Department sanitarian. She said there were no administrative issues and no discrepancies in inspections.

Nuisance Animal Control Policy
Mrs. Mitrione stated a resident called in May to have a trap set in his yard for a nuisance animal. He was aware of the one time use only policy so he had the trap left there indefinitely. After five months the City received a large bill for animals removed. Mrs. Mitrione called Critt R Catch R and said that was not the intent of the policy to have a “permanent” trap placed in someone’s yard. Critt R Catch R cut the bill in half and a letter was sent to the resident explaining the policy.

School Inspection Report
Mrs. Mitrione said Calvary Christian Academy was inspected under Jarod’s Law. It was the last one for that inspection. Ongoing inspections will have to do with sanitation, sanitary issues. She said the sanitarian will discuss their CO2 issues. When the HVAC is turned off there is a high CO2 count.

SOS Adopt A Family
Mrs. Mitrione said last year they received a lot of food from the Food for Fines program as well as other donations. It costs approximately $100 to $150 per family and forty-one families have been identified already.

H1N1 Presentations
Mrs. Mitrione stated the Health Department gave a presentation to about twenty people at the Forestdale Church of God. She said she did a slide show comparing H1N1 and seasonal flu.

Mrs. Mitrione said she was also invited to be a person on the phone bank for Channel 5 and she spoke at the PTO at Springdale Elementary.

PHER Grant Money
Mrs. Mitrione said she has received $5,000 in PHER grant money and will use that to pay for help at the clinics.

NURSE’S REPORT
Flu Clinic Summary
Mrs. Hicks reviewed the H1N1 summary in the board packets. She said she had originally ordered 1600 doses of vaccine but upped that to 6,200. She said she has received 1,210 doses. She said to date the Health Department has given 937 doses including some to paramedics and police officers and 616 doses at Springdale Elementary, Heritage Hill and Calvary Academy. She said 55 percent of the students have been vaccinated. She said they are getting ready to start the second round of vaccinations at the schools. Mrs. Hicks also said they have given shots at the health department three times, once during a regular clinic and two clinics by appointment. After lots of discussion it was suggested that an article be put in the Springdale newsletter stating the Board of Health urges people to get the H1N1 vaccine.
