BOARD OF HEALTH MINUTES

OCTOBER 13, 2005

President Doyle Webster called the Board of Health to order on October 13, 2005 at 7:00 p.m.

The minutes of September 8, 2005 were approved.

OLD BUSINESS

AOHC Conference

Mrs. Mitrione stated that Dr. Webb attended the AOHC Conference and they had a special meeting for medical directors.

Dr. Webb said it is more of a task force for bioterrorism but it could be used for something like the Avian Flu. What are Southwest Ohio health commissioners and medical directors going to do about a major occurrence? Dr. Webb said he thought the more likely occurrence would be an infectious disease. He said they would probably meet on a quarterly basis and the next meeting would be in January.

Flu Vaccine

Dr. Webb said they had not received their flu vaccine yet. He said they were supposed to get it towards the end of October. He said they do not limit who can get it unless they are asked to ration it.

Regulation R1-2005 “A REGULATION OF THE SPRINGDALE BOARD OF HEALTH AMENDING BOARD OF HEALTH REGULATION R1-2004 WHICH ESTABLISHED FEES FOR FOOD SERVICE OPERATIONS, RETAIL FOOD ESTABLISHMENTS, VENDING MACHINE LOCATIONS, AND TEMPORARY FOOD OPERATIONS WITHIN THE CITY OF SPRINGDALE; AND ESTABLISHED FEES FOR FOOD SERVICE OPERATION AND RETAIL FOOD ESTABLISHMENT PLAN REVIEWS”

Mrs. Mitrione read Regulation R1-2005 for the first time. There will be two more readings. The Board said she should send a letter to the stores explaining that there is a decrease this year but to expect an increase in 2007.

NEW BUSINESS

Review By-Laws

Mayor Webster said I asked to have this on the agenda. I don’t recall us ever having an election for President Pro Tem. I think we should have an election the first of the year. The by-laws say pay compensation is $80 a month. The board suggested changing that to read $80 per month for months in which meetings are scheduled.

Avian Flu

Mayor Webster asked should we talk about the bird flu?

Mrs. Mitrione responded that the State of Ohio Department of Health has come up with a pandemic flu emergency operation plan. She said they are working on anti-viral treatments.

HEALTH COMMISSIONER’S REPORT

SWIPERS (Security Wireless Inventory and Pharmaceutical Emergency Response System)

Mrs. Mitrione reported that Barbara and Jane attended the SWIPERS training session today. The equipment is $12,000 that we got for nothing from Hamilton County. They provided the SWIPERS units to the health departments that were in Hamilton County as well as keeping some themselves so we can man a prophylaxis clinic if we have to. If a mass prophylaxis clinic is necessary they want us to be able to come in and help. It will cost us $300 a year to maintain the software agreement. The system will allow us to populate a database using people’s driver’s licenses in order to inoculate or give them antibiotics in a mass prophylaxis scenario. We would be able to get hundreds, if not thousands, of people through our system very quickly. This system will soon be linked to the immunization registry so we can use this on an every day basis. Mrs. Mitrione said the system was mandated by the Ohio Department of Health. She said this system is compatible with the Strategic National Stockpile according to the CDC.

Food Sample Program

Mrs. Mitrione said we are tracking the samples on a database. Mary Conn is gathering the samples. Sixteen of 72 samples have had to be re-sampled. If a sample is high in coliform or standard plate count the store gets a letter explaining that the count was high and an explanation of why that might be. They are sampled again and if they are high again, the sanitarian talks to them about it. She said we are developing a handout sheet that reiterates what the letter told them. Mrs. Mitrione said six of the 17 ice cream samples had to be re-sampled.

Food Survey

Mrs. Mitrione reported that we passed the Ohio Department of Health food service survey. She said a state sanitarian comes in every three years. She said the sanitarian reviews the files and will randomly pick some files and they go inspect those stores together.

New Restaurants

Mrs. Mitrione passed out menus for Pappadeaux’s and Crazy Buffet that are due to open very soon.

Chinese Mandarin ServSafe Class

Mrs. Mitrione said there are fourteen people signed up for the ServSafe class in Mandarin Chinese. She said four of the operators are from Springdale.

NURSE’S REPORT

Crypto Outbreak

Mrs. Mitrione said there has been one confirmed case of Cryptosporidium. There were two older siblings but they were not symptomatic. She said there was another family who probably had it but did not submit stool samples.

Flu Shot Clinics

Mrs. Mitrione stated that we are going to try to set the dates for next year’s clinics pretty soon so that we can have the residents who come in address postcards to themselves so that we can send out reminders next year. She said we are also trying to set up the phone line so that people can receive a message about flu shots when they call in, then be referred to a live voice if they want to talk to someone.
