BOARD OF HEALTH MINUTES

SEPTEMBER 14, 2006

President Doyle Webster called the Board of Health to order on September 14, 2006 at 7:00 p.m.

The minutes of May 11, 2006 were approved.

UNFINISHED BUSINESS

Illicit Discharge Regulation

Dave Butsch, Superintendent of Public Works explained NPDES (National Pollutant Discharge Elimination System). He said this is a result of the Clean Water Act of 1972 and that Phase I began in 1990. Phase II kicked in in 2003. Mr. Butsch said the City has to put together a permit for EPA and set goals. Mr. Butsch stated the Springdale ordinance is drafted along Hamilton County’s line. Hamilton County is adopting for everyone but Springdale and Forest Park, who pulled out of the group and are developing their own plan. The purpose is to control illicit discharges.

Mr. Butsch said Public Works and the Health Department are the primary enforcement and the Board of Health will be the appeals board. The Board of Health would vote yeah or nay on enforcement or make a recommendation. Hamilton County Common Pleas Court will be the final appeal.

Mr. Butsch perceived that we wouldn’t have much to do as the EPA has a strong hammer.

Mrs. Hart made a motion that the Board of Health be part of the process as the appeals board and Mrs. Jones seconded. The motion was approved with four votes.

NEW BUSINESS

Cities Readiness Initiative

Mrs. Mitrione said the CRI (Cities Readiness Initiative) is the program that brought on the POD plan. She said we have a template in place, a traffic flow plan and incident command system. The next phase is to recruit volunteers and getting the plan implemented. She said we would use the flu shot clinic this year to simulate the plan. Mrs. Mitrione said the clinic is set up to take appointments.

Mrs. Hart said if it were an emergency situation we would not be using appointments.

Mrs. Mitrione responded we would be using Code Red and calling people in alphabetical order. Mrs. Hicks stated even in a mass event we would have to have crowd control.

Mrs. Mitrione stated the clinic will also give the Health Department a chance to work an incident command using the SWIPERS system.

Mrs. Hart said the target for the vaccine is the elderly and asked if the Health Department would give the vaccine to others.

Mrs. Hicks replied that the vaccine from ODH will be given to those who qualify under ODH guidelines. Extra vaccine has been purchased to give to Springdale City employees and Springdale residents who do not qualify for the vaccine from ODH.

Mrs. Mitrione said the shots are free in Springdale. She said we can try to target Springdale residents but we can’t deny any resident of Ohio.

Dr. Ketring asked if the Health Department has enough manpower to give the vaccines in a mass event. He said they should make an effort to get people signed up for the medical reserve corp.

REGULATION R1-2006 “DELEGATING AUTHORITY TO QUARANTINE TO THE HEALTH COMMISSIONER AND DECLARING AN EMERGENCY”

Dr. Ketring made a motion to read by title only. The motion passed.

Dr. Ketring made a motion to adopt and Mrs. Hart seconded. Regulation R1-2006 passed with four affirmative votes.

REGULATION R2-2006 “A REGULATION OF THE SPRINGDALE BOARD OF HEALTH AMENDING BOARD OF HEALTH REGULATION R1-2005 WHICH ESTABLISHED FEES FOR FOOD SERVICE OPERATIONS, RETAIL FOOD ESTABLISHMENTS, VENDING MACHINE LOCATIONS, AND TEMPORARY FOOD OPERATIONS WITHIN THE CITY OF SPRINGDALE; AND ESTABLISHED FEES FOR FOOD SERVICE OPERATION AND RETAIL FOOD ESTABLISHMENT PLAN REVIEWS”

Mrs. Mitrione reported most of the food service fees went down. She said she had added anticipated costs for the sanitarians. She said this year she is looking at 2005 data and there are no anticipated costs.

This is a first reading and Dr. Ketring made a motion to read by title only. The motion passed.

HEALTH COMMISSIONER’S REPORT

Pandemic Flu

Mrs. Mitrione said the City has received pandemic flu dollars. She said the constraints are the same as those for public health grant dollars. She said Springdale receives $3,800 regional dollars and $16,440 local dollars. She said they are being asked to do as much as the bigger health departments. She said they will be getting one more grant. She said the 2006 dollars are encumbered. She reported they had bought two more Marcs radios as the system has to be monitored every day between 9:00 a.m. and 3:30 p.m. She said the Health Department is also purchasing syringes, masks, a wireless tablet PC that the sanitarians will be able to use in the food service program.

Mrs. Mitrione said about 250 people showed up for the pandemic flu conference. Among the attendees were Avon, the Art Academy, and Wal-Mart. GE was a presenter.

There were presentations of plans that businesses, governments, schools should implement. Mrs. Hart requested a packet on the school information.

Gold Plate Awards

Mrs. Mitrione stated she and someone from the Cardiovascular Coalition presented awards to the winners. The board members asked Mrs. Mitrione to find out how the gold stars are awarded.

ServSafe

Mrs. Mitrione said there were eighteen participants in the July ServSafe class. All but one passed.

Mammogram Van

Mrs. Mitrione reported there were eleven participants at the mammogram van in July. Sixteen people had participated in January. She said the van will be back next January.

Food Service Update

Mrs. Mitrione said a new Chic-Fil-A is being built in front of Lowe’s and Whiskey Willie’s is moving into the old Famous Dave’s place next to Hooters. She also said there is a new Mexican grocery store on Northland Boulevard; Angilo’s moved to Northland Boulevard and Crazy Buffet changed its name to Asian Buffet.

Mrs. Hart commented that a high percentage of the complaints came from The Willows Apartments.

NURSE’S REPORT

Immunization Report

Mrs. Hicks reported that the Health Department has approximately ten clients a month for immunizations. She said she is now giving Tdap to the 11 to 18 year olds and hepatitis A for children 12 months to 18 years. She also reported that she has been able to vaccinate employees with the hepatitis B vaccine cheaper than sending them out to another entity. She is also getting her tuberculosis serum from a new source cheaper than they had been getting.

Home Visits

Mrs. Hicks said she makes about 24 home visits a month. She said some of those she visits need help with monitoring medicines, referrals, doctor appointments and they don’t qualify for home health care paid for by Medicare.

Communicable Diseases

Mrs. Hicks said there was a case of perapertussis in a two year old. An older child is also being tested for that also.

Cardiovascular Blood Pressure Checks

Mrs. Hicks said she goes to the Senior Center once a month and sets up once a month in the lobby at the Community Center. She said she has referred several people to their doctors.

Diabetes Screening

Mrs. Hicks stated she did fifty diabetes screenings at the Community Center in conjunction with the Lions Club. She said six people had abnormal blood sugars. She said she also participated with the Lions Club at a Kroger’s Store in Woodlawn.

Flu Immunization Clinic

Mrs. Hicks said a flu clinic is set up for one day by appointment and will be run as a POD (point of dispensing) exercise. She said we will need more help with the POD if we ever have a real emergency.

Mrs. Mitrione said the Health Department will be using the SWIPERS program to log people into the system. She said Middletown simulated a POD clinic and asked volunteers to go through the system. She said Hamilton County is setting up a tent city.

Dr. Webb asked if they credential people and Mrs. Hicks replied those who hand out medicine. Dr. Webb asked why they had not solicited people to sign up yet.

Mrs. Mitrione stated we will have a meeting. She said the State is offering volunteer liability. She said they will try to get medical and pharmacy personnel.

Dr. Webb suggested the Health Department set up lunch meetings with medical offices in the area and talk to the medical staff there about volunteering in case of emergency.

Mrs. Mitrione responded it is medical people we need the most.

Mrs. Hart said in case of emergency people will want to be with their families. Mrs. Mitrione stated an incentive for volunteering is that they would get the prophylaxis first.

Lead Poisoning

Mrs. Hicks stated the Ohio Department of Health asked our Health Department to be part of the program. She said they would test the houses and she would follow up with the clients to see that the children see a doctor.
