BOARD OF HEALTH MINUTES

May 11, 2006

President Doyle Webster called the Board of Health to order on  May 11, 2006 at 7:00 p.m.

Attendees:     Rita Hart, Lynn Jones, George Kellner, Dr. Kevin Ketring, Jane Messer, Margie Pollitt, Cammie Mitrione, Dr. Barry Webb and Mayor Doyle Webster

The minutes of  April 13, 2006 were approved.

UNFINISHED BUSINESS

CRI (Cities Readiness Initiative)

Mrs. Mitrione said we are getting $450 from CDC for planning for the Springdale POD.  She said she has gotten a lot of information from Dave Nutini, CRI Coordinator from Hamilton County.  She said that she would like to create a volunteer database, sign the volunteers up on the OhioServe website so they can get the liability to be a volunteer, and then have them participate in training.

Pandemic Influenza

Mrs. Mitrione stated we are getting $16,000 in funding from CDC for pandemic planning.  She said she is talking with Sharonville and Norwood about possibly hiring a coordinator or working together on a plan.  She said they will be participating in a pandemic summit with Hamilton County July 11, 2006.  They want to invite business leaders, school officials, day care managers and health care worker, and provide a template of plans they can use in case of a pandemic.

Mrs. Hart asked if they could buy equipment like masks and gloves.  Mrs. Mitrione replied they could.  She said she is looking at things like tablet computers, Marx radios, sign packages, etc.  Mrs. Mitrione said she thinks they will get additional money for CRI next year.

Illicit Discharge Regulations

Mrs. Mitrione stated that Council will adopt an ordinance regarding illicit discharges in Springdale.  She said the document will come from the Public Works Department but the Board of Health would be the Appeals Board.  After some discussion, Mayor Webster asked Mrs. Mitrione to invite Dave Butsch, Public Works Director, to the September Board of Health meeting to discuss the issue.

Authorizing Quarantine

Mrs. Mitrione reported about a year ago the board adopted a policy giving the Health Commissioner the authority to issue a quarantine notice.  She said it now needs to be turned into a regulation.  The board asked that it be on the September Board of Health agenda with an emergency clause.

HEALTH COMMISSIONER’S REPORT

Children’s Health Fair

Mrs. Mitrione reported that the fair went well.  Mayor Webster said he thought it was better here at the Community Center than the large open area of the Sharonville Convention Center.  Mrs. Mitrione showed a short video of the health fair.

Food Sampling Report

Mrs. Mitrione stated there were only three high counts this time.  She said Jerusalem Market has a refrigerator condenser going bad and there was a problem maintaining consistent temperatures.

Complaints

Mrs. Mitrione reported that The Willows moved a tenant out of an apartment and they found human feces on the belongings.  She said the Health Department put tape around the belongings and notices not to touch.

Mrs. Mitrione said the Police Department got a call about roaches in an apartment.  She said the roaches turned out to be bedbugs.  She said it is the second case of bedbugs she has seen.

John Ware/SPCA Conflict

Mrs. Mitrione said the SPCA stated that it does pick up sick wildlife, but not healthy wildlife.

NURSE’S REPORT

Helping Seniors

Mrs. Hicks said she is meeting the seniors, both at the Community Center and with home visits.  She said she helped one woman get signed up for Medicare Part D and was teaching another how to check her blood sugar.  She said she is doing blood pressure checks for the senior groups.

Bloodborne Pathogens

Mrs. Hicks said she will be taking a class through the Red Cross and will be available to teach the classes to employees.
