BOARD OF HEALTH MINUTES
APRIL 12, 2007

President Doyle Webster called the Board of Health to order on April 12, 2007 at 7:00 p.m.

Attendees:    Rita Hart, Lynn Jones, George Kellner, Dr. Kevin Ketring (7:25 p.m.), Pam Willis, Cammie Mitrione, and Mayor Doyle Webster

Absent:    Jean Hicks, Margie Harlow, Dr. Barry Webb

The minutes of March 8, 2007 were approved.

UNFINISHED BUSINESS

REGULATION R1-2007
A REGULATION OF THE SPRINGDALE BOARD OF HEALTH AMENDING BOARD OF HEALTH REGULATION R1-1998 TO ESTABLISH FEES FOR PUBLIC SWIMMING POOLS, PUBLIC SPAS AND SPECIAL USE POOLS”

Mrs. Mitrione read Regulation R1-2007 by title only for the third time. Mrs. Jones made a motion to adopt and Mrs. Willis seconded. Regulation R1-2007 passed with four affirmative votes.

Animal Nuisance
Mrs. Mitrione announced that John Ware had been sent a letter thanking him for his services as Springdale’s animal control company and stated that Critt R Catch R will now be handling those duties.

HEALTH COMMISSIONER’S REPORT

Rabies Testing Results
Mrs. Mitrione said there is a report in the board packets on rabies testing in Ohio. Bats and coyotes had the highest incidents of positive results.

West Nile Virus
Mrs. Mitrione said beginning April 16, 2007 the State will again be testing birds for West Nile Virus. She said they will only accept crows and bluejays. She stated the City would not be doing mosquito testing.

Computerized Food Service Inspection Program
Mrs. Mitrione reported that Ella Jergens had begun doing computerized inspection reports. She uses a tablet PC to input the data and print inspection reports at the food service operation. The data is then uploaded to the HDIS program. The computer was paid for using PHI grant money and can be used in case of a health emergency.

Medical Reserve Corps
Mrs. Mitrione reported they are trying to recruit volunteers for the Medical Reserve Corps to man PODS in Springdale. She said she contacted Kandi Wilson at The Vineyard Church who said they would be interested in hosting a meeting. Mrs. Mitrione said The Vineyard would advertise in their daily bulletin and in one other location. She said Hamilton County will advertise it also.

Mrs. Mitrione said the Health Department plans to visit doctors’ and dentists’ offices, and the senior citizens’ group and local medical school in hopes of recruiting volunteers. She said she would like to start a local database of volunteers.

Smoking Rules
Mrs. Mitrione said there may be some changes to the smoking law. She said private clubs will probably be exempt as long as there are no non-members present. If a hall is rented out then the “no smoking” ban will be in place. Another change is that the “no smoking” signs may be allowed to be posted in other places besides on the front door. She also said anonymous complaints will not be allowed.

Hotel/Motel Renovations
Mrs. Mitrione reported that the Ramada is on shaky ground but they are still open. She said Hampshire House is in the process of opening again.

Mayor Webster asked that the Health and Building Departments do a thorough walk-through inspection of the Hampshire House.

Coyote Sightings
Mayor Webster asked if Mrs. Mitrione had received notice of coyote sightings in Springdale recently. Mrs. Mitrione replied no, but she did receive information from Mr. Osborn about a program in Vancouver, BC. She said coyotes and humans are going to have to coexist and people need to learn to scare away coyotes and not feed them. She will suggest a program on coyotes to the Parks and Recreation Department for their wildlife series.
