BOARD OF HEALTH MINUTES
APRIL 9, 2009
President Doyle Webster called the Board of Health to order on April 9, 2009 at 7:00 p.m.

The minutes of March 12, 2009 were approved.
NEW BUSINESS
Annual Report
Mrs. Mitrione reported that revenues were down $8,000 from the previous year mostly due to
the Health Department not receiving pandemic influenza planning dollars this year. She
reported that there were only two animal bites, down from ten the prior year. She said
community events, Healthy Women, Healthy Lives; Safety Day and
SOUL Ministries Back to School Outreach were added to the report. Mrs.
Mitrione stated there were 15 smoking complaints and three fines, all at The Boulevard.
She said there were two remodeled or new food service operations and seventy-three people
were trained in food service. Also a school inspection section was added to the annual
report.
Mrs. Mitrione said the Ohio Department of Health, Bureau of Environmental Health, Indoor
Environments Section created the School Environmental Health and Safety Inspection Manual
to assist local health departments and school districts with the implementation of Ohio
Administrative Code chapter 3701-54, also known as Jarods Law. She
said in the past, school inspections were only recommendations but now it is a state
mandated program with laws/rules.
HEALTH COMMISSIONERS REPORT
Virginia Graeme Baker Pool & Safety Act
Mrs. Mitrione said all the pools are in the process of coming into compliance with the
federal mandates of the VGB Act. She said the Health Department wont be specifically
inspecting for new equipment but if they notice it is not in place during an inspection
they will notify the State.
Rabies Clinic
Mrs. Mitrione stated the rabies clinic has been confirmed for September 25, 2009 at the
Police Department. Dr. Ketring said microchipping of pets will be available also at a fee.
Smoking Complaint Compensation
Mrs. Mitrione said the compensation from the State for smoking fines will be $150 from
April 1 to June 30, 2009, up from $70.
Nuisance Animal Complaint
Mrs. Mitrione said there was an article in the newsletter about prevention and removal of
animal nuisances. She said the Health Department received a thank you note from a
Springdale resident for the article.
Food Sampling
Mrs. Mitrione stated the first round of food sampling has been completed and the results
will be included in the May packet.
NURSES REPORT
Childrens Health Fair
Mrs. Hicks explained the different booths at the fair. She said there were 477 students
from twelve schools who participated. She said the evaluations were favorable but they
always get comments about it being too crowded and that they need more time to get through
all the booths.
MRSA
Mrs. Hicks stated Ohio Department of Health and Ohio State University are offering a free
program to provide additional diagnostic support to physicians who are treating patients
infected with MRSA who have direct contact with animals through household or occupational
exposure to determine if animals may be a possible MRSA source or reservoir. Mrs. Hicks
said she sent a letter to local doctors with information about the program.
