BOARD OF HEALTH MINUTES
March 12, 2009
President Doyle Webster called the Board of Health to order on March 12, 2009 at 7:00 p.m.
Attendees: Lynn Jones, George Kellner, Dr. Kevin Ketring, Pam Willis,
Jean Hicks, Jim Squires, Cammie Mitrione, Dr. Barry Webb and Mayor Doyle Webster
The minutes of January 8, 2009 were approved.
UNFINISHED BUSINESS
Cincinnati North
Mrs. Mitrione stated the Health Department held an administrative hearing with Cincinnati
North concerning their swimming pool. The swimming pool had been closed due to an
inoperable air circulation/furnace unit. Condensation was building up everywhere making
the deck slippery and metal rust. Water quality was also an ongoing issue. The kitchen had
no hot water so the kitchen was also closed. She said they could have bought and sold
pre-packaged food. Mrs. Mitrione continued that the utility bill had not been paid so now
the hotel is totally closed.
HEALTH COMMISSIONERS REPORT
Hamilton County Environmental Services Air Quality Report
Mrs. Mitrione read from the report that John Morrell had several complaints about odor and
Innotech had complaints about particulates. Innotech has fixed the problem with their
particulates landing on cars.
ODH Pool Survey
Mrs. Mitrione said ODH conducted a survey of Springdale pools. She said the department is
in the process of updating files. She said if pool owners replace equipment, that has to
be approved by the State. Those who havent gotten proper approval will be asked to
do so this pool season. A State inspector conducted a training session in the field that
was attended by inspectors from Springdale, Norwood, Sharonville and Butler County.
Critt R Catch R Presentation
Mrs. Mitrione said Tom Tyrell of Critt R Catch R attended the Springdales Gone
Wild program at the Community Center. He gave a thirty minute presentation about
dealing with wild nuisance animals.
Rabies Vaccination Clinic
Mrs. Mitrione said with Dr. Ketrings leadership there will be a rabies vaccination
clinic held on Saturday, September 26 or Saturday, October 3 at the Police Department. Dr.
Ketring said they could also include chip implementation as part of the program but will
most likely need to charge a $5 fee.
ServSafe Training Classes
Mrs. Mitrione reported ServSafe classes will now be held in March and September to avoid
the January snows.
Miscellaneous
Mrs. Mitrione stated a Healthy Women/Healthy Lives program will be held at The Vineyard
Church on Saturday, June 13, 2009. She said it is grant funded and targets women with low
incomes and/or no insurance.
The Health Department will participate in a Willows Community Resources event this summer.
Dunkin Donuts is closed due to foreclosure.
A new food service is planned for the old Java Jos building.
A mobile permit has been applied for through La Ranchito Taqueria.
The food sampling program will start up at the end of the month.
NURSES REPORT
Influenza Vaccination Program
Mrs. Hicks reported that she talked with Passport Health and they are not willing to bill
anyone for flu shots. She said the City can purchase vaccine for $11.72/dose and she plans
to purchase 400 doses. Mrs. Hicks said she expects to receive 100 doses from the State and
Maxim is willing to participate again covering those with Medicare part B, Aetna, Suma,
Humana Choice Care and possibly a few other insurances.
Mrs. Hicks surveyed other communities about their fees and suggested Springdale charge $20
to cover the cost of the vaccine program.
After much discussion and a withdrawn motion that would include charging $5 for children,
Mrs. Hart made a motion that the City charge adults $20 and children 18 and under would be
vaccinated for free. Dr. Ketring seconded the motion. The motion passed unanimously.
Mrs. Hicks stated the clinic would probably be held towards the end of October.
Vaccines for Children and TB tests
The board did not want to charge for childrens vaccines and agreed not to charge for
TB tests.
