BOARD OF HEALTH MINUTES

JANUARY 12,2006

President Doyle Webster called the Board of Health to order on January 12, 2006 at 7:00 p.m.

Attendees: Rita Hart, Lynn Jones, George Kellner, Dr. Kevin Ketring, Pam Willis,

Jane Messer, Cammie Mitrione, Dr. Barry Webb and Mayor

The minutes of November 10, 2005 were approved.

NURSE’S REPORT

Flu Vaccine

Ms. Messer stated she had about 40 doses of flu vaccine left. She said they were able to get at least one extra dose from each vile.

Blood Pressure Monitoring

Ms. Messer said she does blood pressure monitoring for the Springdale Seniors once a month and for the Maple Knoll Seniors once a month. She said she will continue to do that at the Community Center.

Children’s Health Fair

In response to a question from Mrs. Hart about the Children’s Health Fair, Ms. Messer said Sharonville is scheduling the booths and Springdale does the surveys and pays for the food.

UNFINISHED BUSINESS

REGULATION R1-2005 “A REGULATION OF THE SPRINGDALE BOARD OF HEALTH AMENDING BOARD OF HEALTH REGULATION R1-2004 WHICH ESTABLISHED FEES FOR FOOD SERVICE OPERATIONS, RETAIL FOOD ESTABLISHMENTS, VENDING MACHINE LOCATIONS, AND TEMPORARY FOOD OPERATIONS WITHIN THE CITY OF SPRINGDALE; AND ESTABLISHED FEES FOR FOOD SERVICE OPERATION AND RETAIL FOOD ESTABLISHMENT PLAN REVIEWS”

Mrs. Mitrione read Regulation R1-2005 for the third reading. Dr. Ketring made a motion to adopt and Mrs. Jones seconded. The regulation passed with five affirmative votes.

NEW BUSINESS

Election of President Pro Tempore

Mrs. Jones nominated George Kellner. Dr. Ketring nominated Rita Hart, who declined the nomination. Mr. Kellner was elected by acclamation.

HEALTH COMMISSIONER’S REPORT

Mammogram Van

Mrs. Mitrione stated over fifteen people signed up for mammograms this time. She said that was a good response and they will continue to offer the service twice a year.

Hoxworth Blood Donations

Mrs. Mitrione said she talked to the Hoxworth people at the Business Expo and set up a day for employee donations. Over twenty people signed up and sixteen were actually able to donate.

Tattoo License

Mrs. Mitrione reported the Beauty College is now offering permanent lip and eye liner tattooing at the school. That required an application and license from Springdale which has been taken care of.

Doctors Urgent Care Sewage Problem

Mrs. Mitrione stated that Doctors Urgent Care has had problems being flooded with water and sewage. She said the Wimbledons Plaza lines are flowing into Doctors Urgent Care. She said Outback has a grease receptor sitting outside in the back that has never been plugged in. She said the dish machine is hooked into the grease trap. Mrs. Mitrione said some food services are doing their own cleaning, which is allowed, but they are not always done properly. She said the Health Department sent out extensive letters to businesses and restaurants with instructions. She recommended that the restaurants watch the cleaning being done. They are asking restaurants to lower their water temperatures and have the sewer lines cleaned twice a year. MSD is to clean out the bigger lines. If necessary, MSD will put in a holding tank. There are problems in the line that have shown up in the apartments.

Mayor Webster asked about the water being too hot. Mrs. Mitrione said the water from the dish machine melts the grease, then it hardens farther down the line.

Mayor Webster asked if we should have Outback hook up the grease receptor. Mrs. Mitrione replied maybe they should.

Mrs. Mitrione said Ramada Plaza had sewage problems. The outside grease receptor was covered with dirt. It was not cleaned thoroughly and dirt was getting in. She said there is nothing in our code for the Health Department to monitor this.

Mayor Webster said Mrs. Mitrione should check with other cities. Dr. Ketring said he thought that was MSD’s jurisdiction. Mrs. Hart asked if MSD inspects and Mrs. Mitrione replied no.

Mrs. Hart asked, if we have an ordinance how do we check?

Mayor Webster replied we require them to show proof that the grease trap has been cleaned.

Mrs. Mitrione said she will check with MSD and other cities about grease trap cleaning.

Lincoln Heights Health Care Connection

Mrs. Mitrione said the Lincoln Heights Health Care Connection asked her to be a board member. She said it would require eight to ten hours a month and that they meet every fourth Wednesday evening. After much discussion by the board, the board did not think she should commit to that.

Director of Nursing Job

Mrs. Mitrione stated that an ad had run once in The Enquirer for a new nurse and she had received some resumes. The ad is to run again on the following Sunday. The board suggested removing the three-year public health service requirement. Mrs. Mitrione said they would be looking at the applications and interviewing early in February. She said it was important to get the new person in for a transition period before Ms. Messer leaves for a transition period.

In discussion about interviews, Dr. Ketring said he thought Dr. Webb should sit in on the interviews and Mrs. Hart said she would be interested in the interview questions. Mr. Kellner was invited to sit in on interviews.
