Lieutenant Richard Neumann - Lt. Richard W. Neumann began his career in Law Enforcement serving with the Fairfield Police Department Explorer Program as a member from 1977-78. He is also a 6-year veteran of the United States Coast Guard including Active and Reserve service. He began his tenure with the Coast Guard in 1980 and served in New York for over 5 yrs. After he completed his active service, he began working for Pinkerton Security/Investigations for approximately 2 years. He later re-entered the Coast Guard serving with the reserves and was stationed in Cincinnati and finished his enlistment there. In late 1988, Lt. Neumann continued his law enforcement career by attending Scarlet Oaks Police Academy under the sponsorship of Xavier University Campus Police. He then accepted a full time position with the Xavier University Police Department. He served there for approximately 2 years, during which time he received a commission as a private police officer through the City of Cincinnati. In November of 1991, Lt. Neumann was accepted a position with the Springdale Police Department. After his 3rd year with the department, he was assigned to the D.A.R.E. program and became an instructor, serving the Princeton City School District educating both elementary and Jr. High School students, until he was promoted to Sergeant in 1997. He was then reassigned road patrol and after a few short years and graduating from the Police Executive Leadership Collage (PELC), was again promoted to Lieutenant in November of 2000. He now serves as a Patrol Shift Commander. Currently Lt. Neumann is a member of the DARE Association of Ohio, the Ohio Association of Chiefs of Police, the Blue Knights Post IX, FOP lodge 74, Hamilton County Police Association and the Springdale Police Association. He also serves in our police department’s Honor Guard, which he is an original member since the program’s inception in 1993. He is also the Explorer Advisor for our department’s Exploring Program and has served as such since 1999. During his tenure with this department he has also served as the President of our Police Association, Off-Duty Assigner, Honor Guard Commander, Property Room Manager and City Jail Administrator. Lt. Neumann states “My goal in Law Enforcement is to finish my career with Springdale with the hopes that I have made positive changes within the department as well as improving the organization and the community.”
