PLANNING COMMISSION MEETING MINUTES
11 MARCH 2008

I. CALL MEETING TO ORDER
The meeting was called to order at 7:00 p.m. by Tony Butrum.
II. ROLL CALL

III. MINUTES OF THE REGULAR MEETING OF 12 FEBRUARY 2008
Mr. Vanover moved to adopt the Minutes from the Planning Commission meeting from12
February 2008. Mr. Okum seconded the motion; all present voted aye, and the Minutes were
adopted.
IV. REPORT ON COUNCIL
Steve Galster: Thank you, Mr. Chairman. The last couple Council meetings we did have a
discussion; the next coming Council meeting on March 19th will be the reading of an
Ordinance that establishes a rental license agreement for rental properties. The first
phase will be single family residential units. In general what it establishes, anybody who
owns property and wishes to rent it out has to apply for a rental agreement at our
Building Department who will inspect the property inside and out to make sure it is in
compliance. If it is in compliance they will be issued a rental agreement/license
the cost is $50.00 a year per residence/per year. The ordinance will require re-inspection
after two years but before three years unless there is a change of occupancy. If you have
had it longer that six months and you change your occupancy then you will have to have it
re-inspected. It will also require that if any tenants make a complaint to the Building
Department that would also trigger an inspection. If there was, for example, painting of
the gutters and it wasnt possible to do this in December there could be a
conditional rental license issued that would give them proper time to address those types
of issues; those things that are not a major or health or safety hazard to any potential
occupant. So this is the first phase of our rental license agreement. We do anticipate
that in a relatively short time, six months to a year, we will move to multi-family and
that may be broken down to four units and under or ten units and under; we are not sure
yet. We just need to make sure we have the wording and all that stuff done. That is the
first step.
Mayor Webster: Mr. Galster, there will not be public hearing on that.
Mr. Galster: That is correct, it is a change to the property maintenance code, so there is
no public hearing required, so the second reading will be at the Council meeting in April.

meeting. (No one came forward.)
VIII. CHAIRMANS REPORT
Chairman Butrum: We had three new signs and one revised sign as you can see in the
Chairmans Report, that being the Japan Buffet, which if you recall last month was
the Sukura Buffet.
So, with that, Ill accept a motion for adjournment.
IX. ADJOURNMENT
Mr. Vanover moved to adjourn and Mr. Bauer seconded and the Planning Commission adjourned
at 7:07 p.m.
